Prepare Saffron rice; Take 1/4 chopped onion saute in olive oil. add Saffron, then add one cup of white rice ( you will have extra rice) stirring onions, rice and saffron all together, add water, cover and cook according to directions on rice box ( I cooked rice for 25min.). Then set aside.

Cut peppers lengthways, remove seeds and rinse. In a pot boil water, then blanch peppers for no more than five minutes and set aside

In a pot, Sautee ground beef with fresh or jar garlic and red pepper flakes to taste then when meat is browned add one cup of tomato sauce, stir well.

Then in a bowl add prepared ground beef and mix with one cup of prepared Saffron rice. add garlic and onion powder. (I followed the directions to make one cup of rice, so I had more rice than I needed)

Set oven to 350 degrees

Spray a large glass baking pan with Olive Oil. Add enough sauce to lightly cover the bottom of pan.

Stuff peppers with meat/rice mixture, place in glass baking dish, add additional tomato sauce over tops of peppers. Then top off peppers with Saffron rice you had set aside, approximately two tablespoons per pepper. Cover with foil and bake for 40-45 minutes. .

Remove foil, top with shredded mozzarella, add extra sauce around bottom of peppers and bake for another 10 minutes
