Preheat oven to 350u00b0. Spray and line a 9x13 inch baking pan with parchment paper. For the brownie, melt butter in microwave, stir in cocoa and vanilla, then set aside to cool. In a small bowl, mix flour, baking powder and salt until combined, set aside. Beat eggs and sugar with a whisk until frothy and incorporated, add the cocoa, then the flour mixture until combined (Do not over mix). Spread into pan and bake 22-25 minutes until toothpick inserted in center comes out clean. (Do not over bake). Cool on wire rack. For the Frosting, in a bowl, cream the softened margarine with the powdered sugar, mix the milk, cocoa and vanilla together and add to the bowl, add more milk to the mixture to achieve spreading consistency if necessary.
