   In a skillet over medium high heat in hot oil, cook beef and garlic until meat is brown.

   Add onion; cook 5 more minutes, stirring often.

   Stir in soup, water and soy sauce.

   Heat to boiling point.

   Add broccoli.

   Reduce heat to cover.

   Cover and simmer for 5 minutes, or until vegetables are tender.
