Preheat oven to 200 Celcuis , line 2 ( 12 muffin cup pans ) with muffin liners or butter pans

In medium sized bowl , sift together cocoa powder and flour ...add baking powder and salt and mix

In separete bowl ...mix suger with the eggs , add butter, oil and vanilla extract

Add the wet ingredients with the dry ingredients add the milk gradually while mixing ...add chocolate chips.. make sure not to over mix the batter.

Bake for 15-17 minutes or until a toothpick is inserted and comes out with a little chocolate on it not batter
