Sift flour, baking powder and baking soda into small bowl. Gradually add to egg mixture, beating until just combined and smooth. Refrigerate, covered, 1 1/2 hours.

Meanwhile, for the lemon sugar, combine sugar and lemon peel in a medium bowl. Set aside.

Roll dough into a log on a lightly floured surface. Cut into 1/2 inch-thick slices. Using floured hands, roll each portion into a ball. Press down gently on each ball to flatten slightly.

Heat oil in a large saucepan on medium heat to 365u00b0F. Deep-fry donuts in 4 batches for 4-5 mins, turning once, until golden and cooked through. Remove with a slotted spoon. Drain on paper towels. Toss in lemon sugar. Serve hot.
