Line a jelly roll pan with foil, grease the foil.

In a small pan, melt butter, remove from heat and stir in cocoa till smooth --

In seperate bowl, stir together flour, baking powder, and salt and add to egg mixture.

Remove from pan to cutting board.

Remove foil, cut brownie in half lengthwise,.

Spread one half with creamy filling.top with second half -- then drizzle with glaze.

After glaze has set, cut into 24 bars.

In small bowl, combine 1 pkg cream cheese, 2 tbls butter and 1 tsp vanilla.Mix till smooth and add powdered sugar and blend well till fluffy.

in small pan, heat 1/4 cup sugar and 2 tbls water to boiling.remove from heat, add 1/2 cup mini chips.stir till melted.
