In a small saucepan, whisk together sugar and balsamic vinegar and bring to a boil. Once sugar is dissolved, whisk in heavy cream and stir until the sauce is thickened. It should coat the back of a spoon. If it is not as thick as you would like, place the sauce in the fridge while you are preparing the chicken as it will continue to thicken as it cools.

Preheat a large skillet with 1 tablespoon of oil. Pat chicken dry and dredge lightly in flour. Place chicken in skillet and brown on each side, about 2 minutes.

Once chicken is browned, add 1/2 cup of the balsamic sauce to the pan, and top with tomatoes and basil. Cover pan with lid, and continue to cook chicken over medium high heat until tomatoes are burst and the chicken is done.

Remove pan from heat. Drizzle the remaining half of the sauce over the dish, and top with mozzarella cheese. Cover pan again to melt cheese. Serve immediately.
