3/4 cup All-purpose Flour
1/4 teaspoon Salt
1/4 teaspoon Freshly ground pepper
1/4 teaspoon Ground Cayenne pepper

1/2 Green bell pepper Finely chopped
2 Stalks celery Finely chopped
2 cloves Garlic Minced
