For the brownies:

Preheat oven to 350 F. In a large bowl using an electric mixer, cream together the butter, cocoa powder and sugar. Add eggs, one at a time, beating well after each addition. Blend in flours and vanilla. Pour batter into a lightly greased 8 1/2 x 11 pan and spread evenly. Bake at 350 F for 20 minutes or until almost done.

Remove from oven and top with the marshmallows. Return to oven for 5 more minutes. Remove from oven, allow brownies to cool then frost.

In a clean mixing bowl using an electric mixer, cream butter and cocoa powder. Add evaporated milk and mix well. Add remaining ingredients and beat until fluffy. More powdered sugar can be added to desired consistency.
