Beat egg whites in medium bowl with electric mixer until soft peaks form. Gradually add brown sugar, beating until sugar dissolves. Fold in sifted combined powdered sugar, cocoa and malt powder.

Spoon mixture into piping bag fitted with 1/2-inch plain tip. Pipe mixture into rounds on pans using paper as a guide.

Bake meringues about 2 hours. Cool in oven with door ajar.

Dip tops of meringues in melted chocolate. Let stand at room temperature until set. Dust with additional sifted powdered sugar.
