Preheat oven to 325u00b0F. Using a pencil, mark 2 rectangles (10 x 5 inch) on 2 sheets of parchment. Use to line 2 baking sheets, marked-side down.

Whip egg whites to soft peaks. Gradually add sugar and whisk until dissolved. Fold in ground hazelnuts. Spread 1/4 of mixture evenly over each rectangle. Bake for around 40 mins, or until crisp. Allow to cool on trays.

Warm chocolate hazelnut spread until spreadable then spread evenly over 3 meringue rectangles. Place 1 chocolate-topped rectangle on a serving plate. Spread 1/3 of whipped cream over top. Continue layering remaining chocolate-topped rectangles and whipped cream. Top with plain meringue rectangle and dust with cocoa powder. Serve.
