preheat oven to 400

in first small bowl.. using topping ingredients... mix both well and set aside.

cookie: in another medium sized bowl.. sift together the flour, cream of tartar, baking soda and salt.

set aside.

in another medium sized bowl cream together the butter and the shortening.

gradually add the sugar to the butter mix stopping to scrape down sides before each addition.

continue until u have no sugar left.

add eggs one at a time,.beating well after each egg is added.

now add vanilla and beat well again.

add half the flour and mix well.

add second half of the flour and mix well again.

stir in chocolate chips.

prepare cookie sheets by lightly greasing them.

take your cinnamon sugar mix and sprinkle a small amount on the cookie sheet only where the cookies are gonna go.

place cookie dough on top of where you put the cinnamon mix.

about a large teaspoon.

sprinkle more cinnamon mix on top of the cookie.

bake for about 11 minutes or until golden around the edges.

hint.. it won't take on all of the cinnamon sugar you put on the bottom but it grabs the perfect amount..
