Brown sausage, drain and layer onto the bottom of a 9 x 13 inch baking pan/dish. Evenly sprinkle 2 cups of the cheese over the cooked sausage.

In a large bowl, whisk together the milk, eggs, pepper, onion and garlic powder, and salt. Pour evenly over the sausage/cheese. Layer on frozen tater tots. If not baking right away, cover tightly with foil and chill until ready to bake.

Pre heat oven to 350°F Place casserole in oven (middle rack) and bake for 35 minutes. Top with remaining cheese and crumbled bacon and bake for another 5-10 minutes or until sides are bubbling and top is golden brown.

Garnish with chopped parsley, and let rest at room temperature for 10 minutes before serving.
