Mix butter and sugars in large bowl with a whisk until combined. Add eggs, one at a time, whisking well after each addition. Whisk in combined sifted flours and cocoa powder. Pour into the prepared pan.

Bake for 15 mins. Place a sheet of foil over the top of the brownie and continue baking for another 45 mins until toothpick inserted into center comes out clean. Cool completely in pan on wire rack.

Using the parchment paper, lift the brownie out of the pan onto a cutting board. Cut the brownie into rectangles. Sift the hot cocoa mix over half the brownies and sift the powdered sugar over the rest.
