Meringue: Beat whites and cream of tartar until soft peaks form. Beat in sugar and beat till stiff and glossy. Line 3 round 8 inch pans with waxed paper or outline 3 circles, 8 inches on foil on cookie sheets. Divide and spread meringue evenly among the pans. Bake in 250 F. oven for about 45 min. until lightly browned, firm and dry. Peel off waxed paper and cool on racks.

Filling: In heavy saucepan, melt chips with water over low heat. Spread over 2 meringue shells.

Whip cream, sugar and vanilla until stiff. Spread over all 3 meringue layers. Place 1 layer of chocolate on serving plate. Spoon 1/2 strawferries over top. Place second layer with cholcolate over first on plate. Spoon second 1/2 strawberries over top. Add third layer. Garnish with whole berries. Chill 2 to 3 hours.
