Mix together the ground beef and rice.

Stir in the salt, black pepper, celery salt, green pepper, grated onion and garlic.

Form into 18 small meat balls.

Pour the tomato juice into a large skillet.

Add the cloves, Worcestershire sauce and sugar.

Mix well.

Add the meat balls.

Cover and simmer over a low heat 1 hour or until the rice in the center of the meat balls is tender. Occasionally remove the lid and turn the meat balls over if they are not completely covered with the tomato juice.

Add more tomato juice to make more sauce, if desired.

Some of the rice will cook into the tomato juice and thicken the sauce.

Serve on a hot platter.
