Add beef and brown well for 4-5 mins, breaking up clumps with the back of a spoon. Add mushrooms and cook, stirring, for 2-3 mins, until tender. Stir in wine, bring to a boil and remove from heat. Place flour in a bowl and whisk in cream and 1/3 cup water to make a smooth paste. Stir into beef mixture and return to heat. Boil, stirring, until thickened. Reduce heat and simmer for 3 mins. Stir in parsley.

Cut rolled filo into 3/4 inch slices. Unfold gently and place in a medium bowl. Toss with remaining oil to coat.

To assemble, spoon filling evenly into 4 2-cup capacity ovenproof dishes and pile phylo on top of each. Place on a baking sheet and bake for 15-20 mins until lightly browned.
