Sift together the flour, baking soda and cream of tartar and set aside.

Cream butter, oil, sugar and confectioners sugar in a mixing bowl until light and fluffy using an electric mixer at medium speed.

Add eggs one at a time beating well after each addition.

Blend in vanilla.

Gradually stir in the dry ingredients into the creamed mixture, mixing well.

Add walnuts. Drop by rounded teaspoon/tablespoonfuls about 3 inches apart on an ungreased cookie sheet.

Flatten each with the bottom of a greased drinking glass dipped only once in oil, covered with sugar. Decorate.

Bake at 375 degrees for 10 minutes or until lightly brown around the edges.

Remove and cool on a rack.
