4 c. water
3 cans tomato sauce
1 can Rotel tomatoes
1 c. raw rice

Precook cabbage until wilted. Season and cook meat, onions, and bell pepper until meat is done and veggies are tender. Add chili powder, water, tomato sauce, Rotel tomatoes, and rice. Bring to a boil; cover and simmer for 1 hour or until rice is done and water is cooked out.
